Just careful this method 

Go to run command then type gpedit.msc then Press Enter

The group policy windows contain

Computer configuration and user configuration

Just go computer configuration just the following window

Then click administrative templates

Now click network 

Then click QoS Packet Scheduler in right side window 

Now click Limit reservable bandwidth

This windows default is not configured  

So click Enable button they contain 20

  You must replace value 20 to 0

Now click OK button and restart the system and u feel your system speed enjoy
